DEGEER,
W.
Ross
It is with profound sadness that we announce the death of W. Ross
DEGEER.
Born Toronto July 31, 1936 he died April 27, 2008 after a short
stay in the Palliative Care Unit of the Northumberland Hills
Hospital. He is survived by his wife
Frances (née
DUNN,) daughters
Lynn Elizabeth (Joseph
OSTROM), Susan Gale (Rick
DESJARDINS)
and his son, William Drew and his grandchildren, Benjamin, Alexandra,
Sarah and Yumi Francesca. Ross loved nothing more than having
the family together for important occasions so to continue the
DEGEER family traditions.
Educated and brought up in Toronto, Ross and his wife, Frances
worked together, loved all good things together and demonstrated
a mutual respect for each other only to be envied by many couples.
In their over 35 years together they enjoyed music and art and
exploring the highways and byways and the hills and dales of
their beloved England. They also shared a love for their century
home in Cobourg as well as collecting interesting things with
which to decorate it.
Ross was a man profoundly proud of being Canadian. He was well
aware of the obligation that the offspring of the
DEGEER family
that arrived in North America in 1755 had towards this country.
Throughout his entire life he was involved in organizations that
were at the centre of the country and the city. In his formative
years, while working as a stockbroker, he was involved in the
Toronto Junior Board of Trade, an organization of over 650 young
businessmen. As its Chairman, he worked assiduously to persuade
Junior Chamber International to hold its International Congress
in Canada and
in Toronto. With his colleagues he traveled the
world promoting his home city.
They were successful and the World came to Toronto in our Centennial
year of 1967. For many years in the future the XXII Junior
Chamber International World Congress, of which he was President
was held up as the example of what a congress should be.
From 1963 and until his death he was an active member of the
Albany Club; the bastion of Conservative politics since the time
of Sir John A. Macdonald. As its president, in 1973/74, he continued
the modernization of the facilities and worked hard at attracting
new members to the organization.
Following the Progressive Conservative leadership convention
in 1971 that elected William Davis leader and therefore Premier,
Ross was hired by Mr. Davis as Executive Director of the Progressive
Conservative Party of Ontario to undertake the challenge of modernizing
the Progressive Conservative Party of Ontario. He was a founding
member of the 'Big Blue Machine' and along with many others,
instituted new techniques in fundraising, relationship building,
campaign organization and campaigning which became the bench-mark
for modern politics in Canada and which are very much in use
today.
Moving from Party organization to become the Premier's Principal
Secretary in 1977 meant working along side the Premier and his
cabinet as new policies were devised and implemented. Ross always
valued the unique opportunity to work so closely with the man
for whom he had such admiration. He always felt that only in
this way can one truly appreciate the difficulty in governing
such a diverse province as Ontario.
In 1978 Mr. Davis appointed Ross as Agent General to the United
Kingdom and Ireland. A post he proudly served for over seven
years. With his wife Frances, who was born in England, they moved
freely in business and diplomatic circles extolling the virtues
of our great province. The
son of a Welsh born mother, he and
Frances were also able to establish links with this most pleasant
land, promoting two way tourism and trade.
In 1985 they returned to Canada where he took up a position with
Geac Computers. In 1987 he moved to the international public
relations firm of Burson-Marsteller where he became Managing
Director of the Toronto office. In 1996 he joined the then Canadian
owned public affairs firm, Government Policy Consultants as Vice
Chairman, managing the Toronto Office.
In September of 2000 he and Frances returned to London where
he was Vice Chairman and Deputy Managing Director of the London
office of Government Policy Consultants also serving on the European
operating group.
Ross retired from full time employment at the end of 2001 and
they returned to Canada to retire to Cobourg.
In retirement he was active in the Anglican church, the art gallery,
the historical society and the Architectural Conservancy of Cobourg.
While never diminishing the importance of Canada to his life,
Ross on more than one occasion could be heard quoting Doctor Samuel
Johnson… "if a man is tired of London he is tired of life for
there is in London all that life can offer".
We would like to thank all those in the Palliative Care Unit
at Northumberland Hills Hospital who provided such exemplary
care. Thanks, also, to Doctor David
BRODERICK and his wife, nurse
Carolyne BRODERICK for their support and counsel.
Friends will be received at MacCoubrey Funeral Home, 30 King
Street East, Cobourg, K9A 1K7 (905) 372-5132 on Thursday evening,
May 1st from 7-9 p.m.
Funeral service will be held at Saint Peter's Anglican Church,
Cobourg, Ontario on Friday, May 2nd at 2: 00 p.m.
If so desired, memorial donations may be made to Saint Peter's
Church, or to the Northumberland Hills Hospital Foundation, Cobourg.
Condolences received at www.MacCoubrey.com.

issues. The challenges captivated you. Classmates from Ontario
Veterinarian College '70, Guelph named you their Class President
and we have been fortunate to rendezvous every 5th year to renew
those Friendships with gusto. You enjoyed opening new clinics
in St. Vital and The Pas, working on Veterinary Boards and church
organizations, the camaraderie with the curling team, the eventful
and sometimes fateful fishing trips, bonding while hunting at
the farm when you had your licence, the sometimes hospital bound
but fun ski trips plus exploring and observing nature while hiking
and biking far and near and special summers with family and Friends
at the lake. Travel was a big part of our life, especially in
your semi-retirement as we set out to explore and to meet new
and old Friends. Your family was very special to you. You were
born to Doctor Marvin and Martha
BRANDT (both deceased) in The Pas
then moved to Dauphin, Manitoba; studied at the University of
Manitoba then Ontario Veterinary College before settling in Winnipeg
to work at St. Vital Clinic and then Birchwood Animal Hospital.
You had great visions and Birchwood grows again. We will sure
miss you with all of that warmth and charm. Wife - Barb; daughter
