He studied at Laval University in Québec City and at the University
of Ottawa. He was called to the Québec Bar in 1955 and was named
Queen's Counsel in 1968. He was a part time Professor at the
Faculty of Law at the University of Ottawa from 1956 to 1978 and
from 1986 to 1992. He practiced law with the Federal Department
of Justice from 1955 to 1986 and occupied the following positions:
Chief, Legal Services, Department of Public Works from 1959 to
1965; Director, Departmental Legal Services from 1965 to 1974
Assistant Deputy Attorney General from 1974 to 1982; and Associate
Deputy Minister of Justice from 1982 to 1986. He was appointed
Director of the French legislative drafting program at the University
of Ottawa from 1986 to 1988. He was appointed Judge of the Tax
Court of Canada in September 1988, Associate Chief Judge in February 1999 and
Chief Judge in February 2000. He was Chief Justice of the Tax
Court of Canada from July 2nd, 2003, until his retirement in
November 2004.

attended Ryerson Public School and Central Secondary School.
He served in the Royal Canadian Army Service Corps in England
and northwest Europe, 1940-1945. Following the war, he continued
with the Royal Canadian Army Service Corps militia in London,
serving as Lieutenant-Colonel, 1957-61. Jim worked in human resources
for many years, first at Westminster Department of Veterans Affairs
Hospital and latterly at Victoria Hospital. After retiring in
1980, he remained active in the Royal London Military Institute,
the Royal Canadian Army Service Corps Officers Association, Wolseley
Barracks Officers Mess and contributed as a dedicated volunteer
for many service organizations, including Middlesex Kiwanis Club
and Meals on Wheels. Jim was grateful to all those Friends, neighbours,
and professionals who supported his independence and assisted
with his care and comfort in his final years. Friends may call
on Friday from 2-5 p.m. at the James A. Harris Funeral Home,
220 Saint_James St. at Richmond, London where the funeral service
will be conducted on Sa turday, September 15 at 2: 00 p.m. by
Rev. Andrew
REID.

It is with great sadness that we announce the passing of Raymond
William ALLEN on Sunday, November 18, 2007 at Oakville Trafalgar
Hospital at the age of 79. Ray was known to all as someone who
loved great company and the festivities that went along with
it. Never one to turn down a chance to share a drink and some
laughs with family and Friends, he welcomed all who dropped by.
Ray worked many years for Canada Packers and later for Quality
Meat Packers as the Purchasing Manager. His various co-workers
meant a lot to him and always spoke fondly of the relationships
he formed over the years. As an avid boat lover, Ray spent many
happy days tending to his various wooden Chris Craft cruisers
and watching the goings on at the Marina. For someone who couldn't
swim he always loved the water and dreamed of the next boat he
might have. Apart from boats, cars were his next love. You never
saw a bigger smile on his face then when he was looking at a
freshly washed Cadillac parked in his driveway or cruising down
the road. Although hampered by poor hearing, it never stopped
him showing his quick wit and much love for his family and good
Friends. He always very kind and ensured everyone was taken care
of. After living in Etobicoke most of their lives, Ray and Jessie
were residents of the Regency Retirement home in Port Credit
for the past 5 years. Ray caught the eye of several of the staff,
other residents, and people in the community. Ray greatly appreciated
everyone's effort and Friendship. A life time of memories are
treasured by his beloved Jessie, who was always by his side,
his children and their spouses, Lorne and Regina
