Scandal brought Saint Thomas leader low
By Joe BELANGER, Free Press Reporter, Tues, April 18, 2006
Bill TOPPING, who built a reputation in Saint Thomas for his work
in sports, business, and politics, but was disgraced when imprisoned
for child exploitation, has died at 68.
Details of his death weren't immediately available yesterday
and a family member declined comment.
TOPPING's known health problems, detailed at his 1999 sentencing,
included hepatitis, high blood pressure and diabetes.
In 1994, the ex-alderman was given 3½ years in prison for 17 sex-related
and bail-breach charges dating back 30 years, mostly related
to sexual activities with young boys.
He was re-arrested in 1999 for violating conditions of his release,
including loitering near schools and buying liquor.
At his trial,
TOPPING apologized for embarrassing his Friends
and others in the city where he'd been a leader.
He was a business owner, Kiwanis Club member and director of
the general hospital board, Children's Aid Society, conservation
authority and downtown development board.
He was a softball commissioner for 10 years, an umpire, and president
and sponsor of the Saint Thomas Junior B hockey team when it was
called the Saint Thomas Pests.
