FALLIS,
Earle
Warren
By Cameron
WATTS,
Page
A18
Engineer, husband, father. Born November 13, 1929, in Pilot Mound,
Manitoba Died July 23 in Ottawa, of Parkinson's Disease, aged
Warren FALLIS was born to Elmer Earle and Cora Warren
FALLIS.
His family moved to Ottawa when Warren was 2, and there he was
raised and educated. His father died when Earle was in high school,
and he assumed the mantle of example and mentor to his younger
brother and sister while maintaining his academic standing and
pursuing competitive sports at Glebe Collegiate. "Red," as he
was known, was back then named the best all-around basketball
star in Ottawa playing for the senior basketball team. He attended
Carleton University's engineering program, then transferred to
Queen's to finish his degree, graduating in 1953. He went to
work for the Department of Mines and Technical Services doing
surveying and triangulation in the Yukon. While there he named
a mountain he surveyed after his fiancée, Joy
SMITH, and survived
an encounter with a grizzly bear he and his horse disturbed.
Warren and Joy were married in April of 1955, and a month later
he began employment as a water and gas engineer for the Public
Utilities Commission of the city of Kingston, Ontario; he continued
there until his retirement in 1991. (He later returned to the
Public Utilities Commission as an elected commissioner, including
a term as chair.)
He was home every day for lunch, happy to spend time with Joy
and his three daughters -- Nancy, Ruth and Jennifer -- to check
in on their days and to ensure that they understood the intricacies
of valves and junctions. Driving through any intersection in
the city he could tell you what size the water and sewer and
gas mains were, their level of pressurization, composition and
how soon they would need replacement.
Warren was the epitome of the term "warm evangelicalism." Each
day began before sunrise with Bible study and prayer, and was
only ever interrupted by the kitten jumping inside his pajama
shirt as he knelt in the living room. His faith was straightforward
and his principles unbending, but there was never any doubt about
his care for or interest in friend or stranger. He always had
a notepad and pen to record important information about a new
acquaintance so that he could remember and pray for that person.
Notepads were a staple for his Christmas stocking each year.
His integrity was beyond reproach. If he inadvertently wronged
someone else he was quick to admit his responsibility and make
things right. He had a short memory for any who wronged him.
One of his daughter's boyfriends lost track of time while visiting
on a particular evening. Well after midnight Warren, with alarm
clock in hand, asked if they had any idea of the time. The boyfriend
did not return to visit for a couple of weeks, unsure about his
welcome. Warren was surprised to hear this. Some months later,
that same young man invited Warren out for lunch to seek permission
to propose to his daughter.
"Well, let me ask you this: Do you love her?"
"Yes."
"Does she love you?"
"Yes."
"Good, then. Thanks for lunch. I have to get back to work."
As a founding member of the Kingston Alliance Church (1959) Warren,
with Joy, opened their home to people in the community and travelling
missionaries. When the church began meeting in a local hall,
he would be there early Sunday morning to open up and sweep up
the beer caps and cigarette butts and air out the place. When
the congregation built their own home, Warren was at the door
for every worship service to welcome people. He remained a devoted
friend to all those whose names he wrote in his notepads.
Cameron is Earle's son-in-law.

Drivers sought in hit-and-runs
Man, 19, killed on Highway 27
Woman injured on Adelaide St. W.
By Jim WILKES,
Staff
Reporter
Andres MOLDONADO was walking in the middle of Highway 27 at the
wrong time when the first car clipped him early yesterday.
The crossing light at Humber College Blvd. was still red when
he tumbled into the curb lane and was run over by a second car
heading north.
The second car drove off as the 19-year-old Brampton man died
in the street.
Det. Wally
WATTS of Toronto Police traffic services said the
driver of the first car remained at the scene, but the second
driving what may be a beige or gold Pontiac Grand Am -- paused
only briefly, as if the driver knew he or she had hit something
or someone. The car sped off as passersby tended to
MOLDONADO.
Both cars had the green light in the intersection when the accident
occurred and
MOLDONADO was crossing against a red light, witnesses:
told police.
It was one of two hit-and-run accidents early yesterday that
had police hunting motorists who failed to help their victims.
A woman suffered serious injuries when struck while walking on
Adelaide St. W. near York St. at about 2: 30 a.m., police said.
She was expected to survive.
WATTS said the driver who fled the fatal accident should "do
the right thing" and surrender to police.
Sgt. Larry
ZIMMERMAN agreed.
"We're pulling out all the stops to find this driver,"
ZIMMERMAN
said.
"My advice would be that he get a lawyer and turn himself in,
because sooner or later we're going to come and get him."
