Fred graduated from the University of British Columbia with a
Bachelor of Arts degree in 1960, and went on to a distinguished
career as a civil servant, working for the City of Kelowna, City
of Prince George, British Columbia Land Department, and for 29 years
for the Department of Indian Affairs, of which he was Director
General in Alberta and later in British Columbia. Highlights
of his career included being made an honourary chief of the Keheewin
Indian Band in Alberta in 1976, receiving the Queen's Jubilee
medal in 1977, and serving as chief federal negotiator for the
Nishga'a land claim for several years before his retirement in
1990. He derived great pleasure coaching the 1984 Forest Hills
Little League baseball champions, Stongs; walking his much-loved
dogs Nikki, Smokey, and Misha in the Capilano Canyon; and being
involved in the Federal Liberal Party, serving as President of
the West VancouverSunshine Coast riding association for several
years. A life-long student of Canadian history and avid follower
of provincial, national, and world politics, Fred loved his beautiful
province and country. Please join us to celebrate his life at
3 p.m. on Tuesday, November 14 at Highlands United Church in
North Vancouver, 3255 Edgemont Blvd. A private burial will take
place earlier that day at Capilano View Cemetery in West Vancouver.
His family wishes to thank Doctors Richard Horner, Stephen Nantel,
and Isnet Tejpar, and the many skilled and caring nurses of the
Bone Marrow Transplant Day Care Unit at Vancouver General Hospital
whom he came to know over the past few months. In lieu of flowers,

Saint John's Anglican Church, Ancaster. He touched the lives of
many with his leadership, commitment and his love. Cremation

Raymond was born on March
25, 1918 in New Liskeard, Ontario, to parents Edwin and Mary
(Reynolds)
SIMMS.
His early days were spent in Northern Ontario.
He attended Scollard Hall in North Bay, Ontario, Queen's University
and Osgoode Hall Law School. He served as a lieutenant in World
War 2 Canadian Army Artillery Corps. After the war, Raymond practiced
law in Sudbury, Ontario and later in Toronto, Ontario. On retirement
he returned to his birthplace, revisiting his boyhood haunts,
and doing some travelling both at home and abroad. Later he took
up residence in the Village of Gagetown, New Brunswick and more
recently he moved to Fredericton. Besides his wife, Raymond is
survived by his step-daughter Mary-Jo

Council, and Knights of Malta, Sovereign Military Hospitaller
Order of Saint John of Jerusalem. 40-year member of Lambton Golf
& Country Club. The family would like to express their heartfelt
