Damaged shelter lacked sprinklers
Facility still met building, fire codes
40-year-old man died in Sunday fire

The Fred Victor Centre, where a 40-year-old man died in a fire Sunday night, met building and fire code standards even though it did not have sprinklers in residential areas, the centre's executive director says.
Sprinklers are located in the garbage area and parking and ground-level areas of the centre, which provides permanent housing for 194 previously homeless people, Mark ASTON said yesterday.
He said the fire code didn't require them in residential levels. Fire department spokesman David SHEEN confirmed that the four-storey centre complied with sprinkler standards.
Fire victim Abdirazak (Nero) KAILLIE was found in his second-floor apartment, next to the apartment where the blaze started, police Det. Matt MOYER said.
ASTON said smoking was a possible cause of the fire, but added, "that would be speculation at this point." He said smoking was permitted in the apartments.
KAILLIE's distraught sister and mother arrived at the fire scene Sunday night and spoke with police, MOYER said.
Born in Somalia, KAILLIE had lived in the centre for about 18 months, said Keith HAMBLY, director of Fred Victor's housing and shelter services.
"He was well liked in the community," HAMBLY said. It was a "fresh start for him."
One friend said KAILLIE was receiving disability payments.
About 50 Fred Victor residents were affected by the fire and were offered room at downtown shelters so they wouldn't have to go back on the streets, ASTON said.
"If we have a way to prevent such tragedies in the future then we have a responsibility to consider it," said Brendan AGNEW- ILER, a spokesperson for Mayor David MILLER.
Toronto Fire Chief Bill STEWARD/STEWART/STUART said he wants sprinklers made mandatory in all new residential construction. He said the department is supporting a private member's bill on mandatory sprinklers in new residential construction that is scheduled for second reading at Queen's Park on Thursday.
STEWARD/STEWART/STUART acknowledged that retrofitting residential buildings with sprinklers would be costly. "The industry indicates it costs about $3.50 to $4 per square foot," he said. If the Fred Victor board has the money, he said, "then in the interest of public safety, why not?"
STEWARD/STEWART/STUART said there were 259 fire deaths in Toronto between 1994 and 2004, of which 223 were on residential properties.

KAIN, Keith C.
On Tuesday, May 31st, 2005, local musician Keith KAIN passed away peacefully at London Health Sciences Centre with his music partner Barbie and her husband Bruce CORDICK by his side. Keith, who was on a world cruise, had performed on stage to a full house when later that night he suffered a heart attack. He was airlifted to Dubai, The United Arab Emirates where he stayed for two months before being airlifted to London, Ontario. Keith worked for the Ministry of Transportation retiring as head district accountant and then started his second career in music. Playing fiddle since the age of seven, he formed three bands and produced two CD's titled "Cousins Showband" and "Fiddling with Keith". He completed a successful tour of Newfoundland promoting his first CD in 1996 and played at "Fiddlers of the World," in Halifax in 1999. He also performed on Prince Edward Island at the Rollo Bay Festival. He wants to thank his fellow musicians, his fans who supported him, his close neighbours, family and Friends. Also, Trevor and Ina LIMBRICK and Ted MORRIS who predeceased him, for making it possible to do what he loved best, play music. Keith lived a full happy life and, along with his partners Barbie and Bruce, traveled extensively, created the Fiddlefern Gardens in Sauble Beach and volunteered his time in helping and entertaining others. Keith will be remembered for his smile, one line jokes and as he would say, "My Fiddling and Farming". A private family service has been held. Alma married Joseph RAFTIS, the son of Joseph and Rose (KAIN) RAFTIS, on October 6, 1945. Alma and Joseph journeyed together for 50 years. Joseph predeceased her on February 27, 1996. Alma and Joseph were blessed with 10 children - Sister Paula Maria (Rosella), Carmel D.C.J. of St. Catherines, Michael (Theresa) of Sherwood Park, Patrick (Eliana) of Hillsdale, Ernie (Livia) of London, Anna-Marie (Bill) of Ayton, Mary of Arthur, Frank (Jane) of Surrey, England, Ed (Michelle) of Barrie, Mark of London and Paul of Edmonton. Cherished grandmother of 13 and great-grandmother of 2. Survived by her brothers Ken of Caledon, Len (Barb) of Mississauga and sister Hilda (Austin) LEHMAN of Toronto. Peacefully with family, on February 5th, 2005, at Meadow Park Nursing Home, Fern PATERSON, born in Togo, Saskatchewan (and proud of it!). Fern was the daughter of the late Katherine and Walter KAISER and sister of deceased brothers, Harvey and Bruce. Predeceased by her husband and best friend Bill (September 20, 2004). Loving mother of Bruce and wife Mary, Barry (deceased) and wife Mary BEACH, Karen and husband Bob BENDER, Ross and wife Jan and Jan and husband Chris MARCUS. SHORTT, Willa Torrance (née DOLE)
Passed away peacefully in Cambridge, Ontario, on March 23, 2005, in her 92nd year. She was predeceased by her parents Samuel DOLE and Louisa DOLE (née KAISER,) sisters Delphine and Dorothy and her beloved husband Judge Edward McLeod SHORTT. She leaves behind three devoted children; Samuel (Maria), James and Janet. She will be dearly missed by two grand_sons, Michael and Charles, her sister-in-law Mary and friend Barbara WEST.
Born and raised in Toronto, Willa was a graduate of the University of Toronto in Honours English and History and of the College of Education. She taught a Harbord Collegiate in Toronto and during the Second War was employed by the British Admiralty in Ottawa. She and her family relocated to London, Ontario where she taught at Sir. Adam Beck and London South Collegiates. She was a longtime member of the May Court Club in London and the Canadian Society of Painters in Watercolour with whom she exhibited on a number of occasions. In 1964, the family moved to Perth, Ontario where she continued to paint and became a noted antique collector. She played a leading role in founding both the Perth Day Care Centre and the Firehall Gallery and sat on the Local Architectural Conservation Advisory Committee. Passed away on Wednesday, April 20th, 2005 in her 91st year at home with her family by her side. Erika was much cherished and will be sorely missed by her daughter, Ute, her son-in-law Jim DEWHURST, her niece Maja KORFF, family in Canada, Germany, Switzerland, Austria and England and very dear Friends in Canada and Germany.
