Tom CLIFFORD was one of the last remaining exemplars of the sort
of politician that once dominated city politics: Anglo-Saxon,
blue-collar Toronto in origin; staunch monarchist, temperance
crusader and churchgoer in belief and practice.
"He was reflective of a different time period, different economy,
different population, when the traditional working class was
the major economic element in this city," says deputy mayor Joe
PANTALONE, a 25-year political veteran whose council career overlapped
with the last decade of Mr.
CLIFFORD's 27 years on the Toronto
Board of Education and city council. "With Tom
CLIFFORD, we are
seeing the passing of one of the remaining political leadership
elements from that era," he says.
Mr. CLIFFORD died last Saturday at the age of 81 after being
diagnosed with leukemia two months ago.
Over the years, Mr.
CLIFFORD, who represented a Riverdale ward,
served on Metro council, the harbour commission, the board of
Toronto Hydro and as chairman of every standing committee on
Toronto council.
He was born above his grandfather's grocery store at Pape and
Gerrard and ran the store after he returned home from service
in the army during the Second World War. A lifetime bachelor,
he lived in the building for most of his life.
"Tom CLIFFORD was as local as you can get, in terms of relationship
with individuals," Mr.
PANTALONE says.
Former councillor Betty
DISERO describes Mr.
CLIFFORD as soft-spoken,
generous, kind and always a gentleman. "There was a whole kind
of gentleman's club of politicians, absolutely. When I arrived
there in 1985, out of 23 members of council, six were women."
He was smart, she says. "But sometimes he was a little bit mischievous
because he didn't let on how smart he was."
And "he was a Tory, and he let everybody know it," Ms.
DISERO
says. In fact, he ran for the federal Progressive Conservatives
in Broadview-Greenwood in 1972 and in a 1978 by-election, in
which a political newcomer named Bob Rae nosed by him with a
margin of only 88 votes.

the Markey Dermody Funeral Home, 1774 King Street East, Hamilton

Vigil Prayer Service will be on Tuesday, January 4, 2005 at 8: 00
p.m. The Funeral Mass will be celebrated at St. Joseph's Catholic
Church, Herkimer and Locke Streets, Hamilton (905-528-0019),
on Wednesday, January 5, 2005, at 11: 00 a.m. The Rite of Committal
