Former Owen Sound mayor dies
Bob RUTHERFORD served the city for nearly 30 years
By Jonathon JACKSON, Saturday, March 05, 2005
Bob RUTHERFORD, whose career in municipal politics spanned nearly 30 years and included 16 years as Owen Sound's mayor, has died. He was 76.
Mayor Ruth LOVELL announced his death Friday during council's budget deliberations.
Mr. RUTHERFORD had been in Owen Sound hospital for a few weeks before he died there. The nature of his illness was not announced.
“I will certainly remember him as a very effective and personable mayor,” LOVELL said Friday. “He will be a person who is very missed.&rdquo
“He just loved this community,” said Coun. Arlene WRIGHT, who worked with Mr. RUTHERFORD at Rutherford Signs for 20 years.
“A true politician, dedicated,” summed up Gail NORRIS, who has worked for six Owen Sound mayors. “When he talked, people listened to him.&rdquo
Mr. RUTHERFORD was first elected to city council in 1962 and became mayor in 1965. He served in that position until being defeated in 1974 by Warren LOUGHEED. Mr. RUTHERFORD returned to office in 1976, ousting LOUGHEED in the next election.
He was mayor until 1982, when he was defeated largely due to his support for what was then a controversial plan to replace the city's downtown arena with what is now called the Harry Lumley Bayshore Community Centre.
After the arena was condemned due to a structural problem, Mr. RUTHERFORD engineered a deal with A and P to build a new grocery store on the site of the old arena. He then helped push through an application which helped the new community centre qualify for an expiring grant program with only one day to spare.
But in a time of soaring interest rates and a poor economy, fears of higher taxes because of the Bayshore's cost resulted in Mr. RUTHERFORD's defeat and the election of Ovid JACKSON as mayor.
“The most wonderful thing that I ever got for the city... was the thing that killed me,” Mr. RUTHERFORD said on election night in 1982.
“I have no regrets. I would not have changed anything along the way.&rdquo
NORRIS, who still works in the mayor's office, recalls clearly a conversation she and Mr. RUTHERFORD had which she thinks says a lot about him.
“ ‘Gail, I'm going to vote that we build the Bayshore because the grants are available now and we need a new arena.' But he said, ‘I can tell you, I'll probably lose the election, ' ” she said. “What always amazed me was the day they opened the building and Bob was a guest, they gave him a standing ovation. You know, he had the vision.&rdquo
In 1985, as he had done in 1976, he challenged the man who had defeated him. JACKSON won re-election and Mr. RUTHERFORD vowed he was done with politics.
“I'm finished,” he said at the time. “I'll never run as a candidate again.&rdquo
It was a promise he didn't keep. He ran for a spot on city council in 1988, finished fifth in a field of 11 and served Owen Sound for three more years.
WRIGHT, who at one time was also Mr. RUTHERFORD's neighbour, said she always appreciated how he was a blue-collar worker who slipped comfortably into the mayor's chair.
“He was just an all-round guy and very well liked.&rdquo
He was president of the Association of Municipalities of Ontario in his final term on council, she noted, and he always kept abreast of goings-on at city hall. In fact, he dropped into city hall a year ago during budget deliberations.
NORRIS visited Mr. RUTHERFORD last Sunday, shortly after she'd heard he was in the hospital.
“We had a nice visit but I knew that he was extremely ill... But he still had the twinkle in his eye and the smiles.&rdquo
The arrival of some of Owen Sound's industrial plants also coincided with Mr. RUTHERFORD's terms of office, NORRIS added.
The family released a list of 18 clubs and boards to which Mr. RUTHERFORD belonged, ranging from the board of governors at Georgian College to the North Star Masonic Lodge to the Owen Sound Jaycees. His family declined to comment on Mr. RUTHERFORD's passing in a note sent from Breckenridge-Ashcroft Funeral Home.
In an interview on the eve of the 2000 municipal election, Mr. RUTHERFORD reflected on his political life.
“I had love for the city and I wanted to get involved,” said Mr. RUTHERFORD, who owned a downtown sign business for many years. “I was fortunate enough to be able to have the time, as my father and my stepbrother both said they'd run the shop while I worked at running the city.
“It's something you really have to love and enjoy, because you do take a lot of criticism. You're close to the people. They can pick up the phone and phone you and tell you what they think.&rdquo
He tried unsuccessfully to unseat both Progressive Conservative member of Parliament Gus MITGES and Liberal member of provincial parliament Eddie SARGENT. SARGENT had preceded him as mayor.
“I ran against Eddie a couple of times, but that's what you call ass-burning learning,” he said with a laugh.
Robert Edward RUTHERFORD is survived by his wife, Shirley J. RUTHERFORD (née EBY,) was father of Ross WARD and his wife Penny, Brent RUTHERFORD, Catherine and her husband Bob WEBBER and Rahnda YULE. He leaves eight grandchildren and two great-grandchildren, his brother Tim RUTHERFORD and his wife Violet. Predeceased by his brothers Paul, Jerry and Peter.
A private family service has been held. Friends are invited to a come-and-go reception in the Bay Room of the Harry Lumley Bayshore Community Centre from 1 p.m. to 4 p.m. on Sunday, March 13. Donations to the Grey Bruce Regional Health Centre Foundation M.R.I. fund or to the Shriner's Hospital were what Mr. RUTHERFORD wished.

In loving memory of a dear Wife, Mother and Grandmother, who passed away one year ago on October 13, 2004. A heart of gold stopped beating Two shining eyes at rest God broke our hearts to prove, He only takes the best. God knows you had to leave us, But you did not go alone For part of us went with you The day He took you home. To some you are forgotten, To others just part of the past But to us who loved and lost you, The memory will always last. Sadly missed by Don, Susan and Rick, Karen and Tim, Jeff and Katie.
