Lawyer, politician, businessman born near Arva, Canada West,
on March 10, 1861; in 1875, moved to Manitoba; in 1888, elected
Liberal Member of Legislative Assembly for Brandon North; gained
prominence for brilliant defence of "national school system"
in 1896, became federal minister of interior in Laurier government
one of ablest politicians of his time; best known for aggressive,
successful promotion of immigration to settle West; in 1911,
broke with Liberal Party on reciprocity issue; knighted, 1915
brother of A.L.
